Mount Carmel Hospital Security Breach Leaves Patient Seriously Injured — MHA Calls for Urgent Inquiry
The Mental Health Association Malta expresses serious concern and disappointment following reports that a patient under the care of Mount Carmel Hospital managed to leave the facility unsupervised and was later found with life-threatening injuries.
While our thoughts remain with the individual and their family, this is not an isolated event. It is part of a troubling pattern of systemic negligence, where repeated warnings about patient safety, staff shortages, and inadequate infrastructure have gone unheeded. These incidents are not simply unfortunate—they are preventable. They reveal a failure to uphold basic responsibilities in ensuring the wellbeing of people in care.
MHA has consistently maintained that the safety of patients at Mount Carmel Hospital is not just a priority—it is a right. Every person in care deserves the highest standard of treatment and support. Avoidable safety failures must never compromise their recovery. When someone is admitted into the mental health system, families place enormous trust in the institution to protect their loved ones.
It is unacceptable that such a serious incident could occur in a facility responsible for supporting people with mental health needs. The failure to supervise, monitor, and respond appropriately is not the fault of individual staff members working under pressure—but of the system that places them in these unsustainable conditions.
At the same time, MHA strongly emphasises that the solution is not to restrict or punish other residents. The rights and access of stable and responsible service users should not be diminished due to a system failure. Safety and dignity must go hand in hand. Rights-based mental health care means creating secure, respectful environments where recovery is enabled—not hindered by excessive control or institutional barriers.
We therefore call for:
An independent and transparent investigation into how this incident happened, and who is accountable.
Urgent investment in adequate staffing, supervision, and basic infrastructure to ensure patient safety across all psychiatric wards.
Clear, public communication about the outcomes of any internal inquiries and the corrective measures being taken.
A fast-tracked plan for reform, focused on replacing outdated models of care with modern, community-based, recovery-oriented services.
The Mental Health Association Malta also urges the authorities to stop treating each incident as an isolated case and instead respond to the clear pattern of systemic failings that have long been evident. Mental health care cannot continue to operate in emergency mode. We need long-term, rights-driven solutions that uphold dignity, safety, and accountability.
